Visual Studio yellow bar error when changing the build configuration from AnyCPU to x64 and vice-versa

I have been struggling with this issue for what feels like years now. I made some progress on this today:

Turn off Allow parallel project initialization in: Tools > Options > Projects and Solutions > General
